Yes, there does need to be security and looking out for voter fraud, too.

Everyone who is eligible to vote, should be able to vote. And those not eligible to vote, should have their ballots remain uncounted, AND be held accountable; what should the penalty be.

In my previous state, Oregon, they've had vote-by-mail for 20+ years for everyone, and absentee voting for decades. Yes, there has bee some fraud, but mostly slaps on the wrist. In recent years, a group provided a convenient "service", collecting ballots to be turned in. Unfortunately, they forgot. The penalty was negligible.

Further, a few years ago, Oregon "helped" voters by providing postage-paid, business-reply envelopes for returning ballots by USPS in addition to providing ballot drop boxes. Yes, Oregonians complained that providing a stamp themselves was too expensive.
