What about a physical change to force that? Put a barricade in the right lane at every place a side road connects. The rule becomes the right lane must exit. To go around past that barricade cars need to be in the left lane.
Makes it a one lane type of road, but everyone would be forced to follow that concept.
That would stop the right lane people from going in circles.

That just SHOWS that most drivers would prefer a SINGLE-LANE roundabout. Accidents would go down - what is so terrible about that ? The residents are retired so NEED NOT drive like their hair (if they have any) is on FIRE. It is bad enough that the commercial vehicles drive "fast and furious". If retired, you should have patience and enjoy every moment of the dwindling "rest of your life".
