On the other side of the law enforcement coin is safety. Many deaths occur due to traffic incidents. How do you lower the death rate from traffic incidents? You prevent or deter risky behavior. The riskiest? Speeding and drunk driving. How do you actually save lives? You write traffic tickets to deter risky behaviors.
You might want to go back to the living room, I heard "Hawaii 5-0" is starting. Before you go, tell me what you did for a career so I can second-guess and critique how it should actually be done based on my armchair quarterbacking.

I would say slow drivers cause more accidents than from drivers going faster than should be. We have more accidents here in the states going 70mph than the autobahn does at 200mph. I’ve been to Germany many many times and they are very strict on their driving laws where we aren’t. For example, most of us here in the states hate slow drivers in the fast (left) lane, in Germany, if you are in the left lane and you see a car approaching you many blocks back of you, you need you pull over. It would be so nice for every car, bike, golf cart driver/rider to adhere to this. Another law is if you have 5 (maybe it’s 7) or more vehicles behind you trying to get around you, you need to pull over and let them pass. How many times have we been the 10th car or golf cart behind a slow bike or car and they never pull over.
Back to car laws, you are not allowed to pass on the right. Which is common sense because the slow drivers should always be on the right. Another common sense law, no flashing of brights toward the car in front of you, because there should not be a slower driver in front of you.
Also, it is legal to go faster than the speed limit to pass someone, some states 15 or more mph faster.
IMO, slower drivers can cause more accidents than faster drivers
