One side is the broken windows theory of policing. Google up James Q. Wilson for the details on that but the thumbnail is that if you address the small things, then they prevent big things.
On the other side of the law enforcement coin is safety. Many deaths occur due to traffic incidents. How do you lower the death rate from traffic incidents? You prevent or deter risky behavior. The riskiest? Speeding and drunk driving. How do you actually save lives? You write traffic tickets to deter risky behaviors.
You might want to go back to the living room, I heard "Hawaii 5-0" is starting. Before you go, tell me what you did for a career so I can second-guess and critique how it should actually be done based on my armchair quarterbacking.
