Golf carts that are set appropriately can't go over 20mph. Some can only go 17 or 18, those are mostly rental carts from the Villages Golf Car store. The maximum -legal- speed for a golf cart around here is 19.8mph, and that's generally the fastest they're set to run.
So if you know your cart came from the store, brand new, and is in compliance, then your golf cart won't go faster than 19.8. If someone is passing you, then they're speeding. The speed limit in /most/ of the residential parts of the Villages is 20mph. In some areas it's only 15mph (like the posted speed limit at the Paradise Rec center area from the baseball diamond to the church). In some areas it's 25 (like most of the rest of the Historic Section). Golf cart path speed limit is 20 with few, posted exceptions.
If your cart is second-hand, you can find our your top speed by simply using a GPS on your cell phone. Pick a destination that requires you to go on a straight-away long enough to maintain maximum speed for a couple of seconds. Then do that, and take a look at the GPS. It'll tell you exactly how fast you're going.
A GPS can be used as a speedometer if you need to know, but it's a battery-sucker, so I wouldn't recommend using it regularly.
