One thing I suggest you do, once you narrow down your choices, is to consult with the Long Term Care (LTC) Ombudsman for the North Central Region in FL. Ask about quality measures, complaints, etc. They would know, since they investigate complaints. They do not do quality of care assessments, though. The nearest LTC Ombudsman office is in Ocala:

The state agency that oversees programs for the elderly is the Florida Department of Elder Affairs. The agency that does inspections and licensing is the Agency for Health Care Administration. Both are in Tallahassee, but have offices throughout the state.
