Without knowing the details, it sounds like the estimate includes grinding off the old finish which is typically required and almost doubles the cost of the project. IMHO, to get a quality finish, one that will last, the old finish needs to be completely removed. Be very cautious of any company that claims to be able to simply repaint over the old finish. I actually did this accidentally and 2 years later the new finish was failing due to the old finish failing.
Check exactly what the first estimate included.
