Showed video to my neighbor. They had a talk with the dog walker, who denied everything. After a bit of conversation, dog walker seems to have seen the stupidity of their actions.
Neighbor now has cameras.
Problem has not repeated since.
It's a shame that a very small number of people seem to cause the majority of problems.

So, you neighbor's dog walker let your neighbor's own dog poop poop in their own bushes?
