All you have to do is look. Try the MUTCD Section 2B.68
Laws may not be perfect but only a fool would think the Villages or Sumter County can override, amend, or cancel Federal regulations - it just doesn't work that way.
By the way, if you have a good idea that just might be legal, showing up at a PWAC meeting and proposing it is a good place to start and far more effective than calling local authorities ignorant.
