They are locked, someone has to be available 24-7 who has access to key. Then, has to be ready to get there. In my area emergencies services are available in around 4 mins. A lot of things has to fall in line for resident to get there by 4 mins. Now if I lived in Sumter county and beyond turnpike east area then resident might beat emergencies service due to pass history in Sumter county. Funny how new villager asks question then usual jumps all over them with their superior snide comments.
