No you don't have a right to drive dangerously, intimidate, speeding, weaving thru traffic, road rage.
Not too many years ago, I had a tailgater and using a cell phone (texting). He ran into my rear at a yield sign. Towed his car to a repair shop. I had damage, but at least drivable.

You are also slowing down everyone behind him, nice of you to do that and what gives you the right to cause a dangerous situation. It has been proven that more accidents are caused by slow drivers than by those speeding. Just move over and let him go around you, problem solved.
