It sure looks like something that would require ARC approval. Typically, the deed restrictions require ARC approval for anything that would substantially "alter the exterior appearance" of the house. I wouldn't have it installed without seeking ARC approval. All it takes is one neighbor to complain, and you may need to remove or disable the lighting. My next door neighbor was required to remove a light from his flagpole because of a complaint by a neighbor behind his house.
