My next door neighbor was required to remove a light from his flagpole because of a complaint by a neighbor behind his house.

Most do not realize that lighting can impact other neighbors. I have a neighbor in the Midwest that simply put a brighter motion activated light on his back garage door light so in the middle of the night if the wind blows hard or a deer trips it then it reflects through my house window onto a wall and ricochets back into my bedroom. At that time of night it does him no good on the back of his house.
