First thing that should be done is send up equipment and supplies to terraform the planet to make it habitable. It's going to need oxygen producing vegetation and in order to sustain vegetation, it must have a source of water. Even if they start now, it won't happen in my lifetime, so it really doesn't matter to me. That's a lot of money that will be potentially thrown away, that could be better used here. Of course, if Elon Musk wishes to throw his money into the wind, it's his to do with as he wishes.
But, as for sending folks up there on a sight seeing trip, it seems to be costly and very, very dangerous.
