Suggestions?
First, you need to turn circuit breakers to the full OFF position before turning them back ON. I am guessing the one breaker actually tripped (was this the one you pushed the test button?), you did not notice it, and just pushed it on which will NOT turn on the breaker.

Try this, and if it does not work, send me a PM and I can stop by and take a look.
