Should be very simple to record vehicle's entry and departure into the system using the car's computer. Computer will probably pay the charges as well.
UK has been experimenting with similar system for some time.
From proposed plans I have seen so far, a single lane initially will be a charging lane, and drivers will be able to enter at any time the battery needs some help, and leave when it has enough power.
I will probably never be an electric car owner, but I think it is a great idea.
