Your approach is interesting, the pavers for driveway (etc.) tend to be relatively heavy, and I would be very concerned about these gradually sliding down on the wall. I was looking at doing something similar and found products at Lowe's specifically designed for this type of application. They were much lighter is weight and as I recall had at least 2 ways to apply to the wall, screws or glue. Never got to do it, wife was not interested.....
