I just looked at the Alacha website and it turns out Alachua county library has a note: some digital materials such as OverDrive are limited to residents of Putnam, Alachua, and Levy (PAL) counties. Also, Adult Alachua County residents can register online for a free digital card. I don't remember those restrictions from a few years ago.

Alachua County Library District cards are free to any resident of Florida. They have both the Libby and Hoopla app. You can register online for a digital card, but I ran into it could not verify me so I would need to visit a branch. Sometime back I believe there was a nominal charge for non-Alachua residents, but the website seems to belie that. Since I have access to out of state libraries with Libby and Hoopla (both far superior to Boundless and Cloud Library) for my Kindle Fire I have not pursued further. The Micanopy branch about 3/4 of the way to Gainesville is the branch closest to us.
