The legal process of special military tribunals cooked up for these people is of dubious veracity, and many military lawyers, most of whom are part time reservists, do not want to pollute their reputations by participating in these tribunals. Add to that everything must be done in Gitmo, where mail is only delivered twice a month, if weather permits the barge to make it from Jacksonville, and yes, you have a mess.
