Most people don't know/realize that the Morse family develops the areas, builds out the areas, then sells it to the various CDD districts, which essentially become like the City governments in the cities where we all lived previously. The CDD's take over the financial responsibility from the Morse family and our amenity fees are what fund the CDD's.

If our previous City needed more money to cover their expenses, they would try to find funds to fill the gaps by looking for grants or other government funding so they could avoid raising taxes for their residents. Here, it would mean raising the amenity fee to cover their financial responsibility. The CDD's are doing what every City does to avoid raising costs for their residents.
