The bag "carousel" means he's going through the cashier line at Walmart. The OP can always use the self checkout, or tell the cashier you want to bag the groceries yourself. You can even bring re-usable bags and let them know you have them. Lots of options.
And no, they're not required to ring up any specific amount of sales, that isn't a thing. There's no quota, it's just a low-pay hourly job where they have to put up with miserable people who can't manage to pay attention when someone else is handling their groceries.
