I would report it to the company that collects your electric payments.

In addition, I would report it to Customer Service. Definitely if it is SECO, and possibly if it is Duke, the District you are in (VCCDD if you don't have a numbered CDD) pays quite a bit for the company to make sure those lights work. The District pays the bill so the District has an interest in knowing they don't work.
