Every business has to weigh many factors when adopting (or choosing not to) comprehensive policies.
From marketing, publicity and general Villager experience perspectives - I get why TV manages it the way that they do.
On the whole, it likely provides the greatest benefit this way....by utilizing spot checks and not creating a scene or public legal disputes.
