I suspect they are giving you an excuse because they do not want to work inside the sauna. I am sure that I could do this (former professional electrical engineer), but I am not licensed. You might try calling the manufacturer of the sauna to see if they have a field service person to install the necessary equipment, then your electrician can complete the 240 vac supply.
