You want to make it safe? Tell the golf cart drivers to stop throwing their left arm out of the cart expecting every car to yield to them. Very simple concept.

Cars have to yield if golf cart can safely move into turning lane. Problem got these inpatients that speed up so they can be 10 seconds ahead.
