Anyone who uses the phrase "in all of The Villages ....", needs to get some more experience in TV. Things change all the time. Construction, materials, restrictions, etc.

There are some locations in TV that use POTABLE water for irrigation, and I ASSUME that they would use the WHITE pipes since this is potable water. The other possibility is that a previous owner used the wrong pipes for repairs or changes to the system.
