Redwitch..sounds like your dish needs peaking. Yes, it will go out in heavy rain but a little wind should not affect it that much. If one of your LNBs is going bad that would cause signal degradation as well. Like batteries, both need to be equal and both will work only as well as the poorest one. Go outside and tweak that antenna! It's not rocket science and most people can do it easily.
If you need new LNB's, check out the internet. You can install new ones. Easy peasy.
