I've found that the problem isn't the contractors and their people but rather the lawn people. TV is pretty strict about the rules for those who work for them -- they have to go back routes to sites, no speeding, etc. If they are found to break the rules, they are actually suspended from working for TV or being on TV property for a certain amount of time. So, for them, definitely call TV. Something will be done.
However, the lawn people are another issue -- they usually are rushing from one home to another and seem to care less about what is in their way. If you bother calling the number on their vehicles, you will usually reach the offending driver since the driver is the owner. An exercise in futility.
I do have an acquaintance who claims she got a ticket for going 3 mph over the speed limit on BV. Not sure I believe her but worth knowing. The sheriffs are out as much as they can to ticket/warn. However, local towns and counties are pretty short on cash and the staff required to have speed traps set up probably isn't readily available. Maybe we should go the British route -- cameras take pix of speeders (not just red light runners) and tickets are mailed to the owner of the vehicle, which, hopefully, would include golf carts. You have to prove you weren't driving your vehicle and that isn't all that easy.
