Not a greens keeper but to my understanding the reported temps don't need to be below freezing (temps as reported are usually taken 5-6 feet off the ground) to get frost or freeze conditions along the ground and in valleys.
My rule of thumb locally is if the reported temp is 37 or below I assume that there will be a delay. Of course I know what happens when you assume!
