My netbook uses Windows 7, so yours may be a little different.
START > CONTROL PANEL > HARDWARE & SOUND > MOUSE (shows under Devices)
Click on the MOUSE and in the drop-down menu and it will show your TouchPad (mine says Synaptics TouchPad), under the DEVICE SETTINGS tab, there should be a DISABLE option.
