If you have an anti-virus program installed, check its settings.
The next logical step, which was previously suggested, is to try another computer on your network.
Did you get a new router when you switched your ISP? If so, check its settings or call the manufacturer.
One last thing to try and be careful doing so, is if you have a modem and a router ( 2 separate boxes as opposed to one box that serves as both a router and modem), try to eliminate the router by connected a cat 5 cable directly from your computer to the modem. If the problem goes away, the problem is with your router.
