If I remember correctly, some of the pools might have a rather large first step, allowing that area to be used for youngsters...with supervision of course.
When some in the area have very young grandchildren visiting, they buy a plastic or inflatable pool for their yard and set it up when needed. When not in use, it's put away till needed for the next water time. Doesn't take but a minute to do so and fresh water for playing in is better than water that's been sitting out.

This discussion comes up every now and then and not all that long ago there was much discussed about re: this. Everyone has an opinion on it. IF nothing else Granpa and Granma could invest in their own kiddie pool and put it out in the yard. Babies might be over-whelmed anyway at the adult pools! Just my humble opinion.
