Hi, Bruce, welcome to The Villages. The short answer is "yes". But then there are many times when it just doesn't pay to make the effort. Roadways that don't have golf cart lanes are usually very short and the advantage of passing is very small, in terms of time saved. And yet, if you do pass, you take perhaps a small risk of getting into an accident.
