This passing issue has been a continued topic of discusiion. Yesterday on my way to the golf course carts still needed headlights. There were two guys behind me. The driver's cart headlights were hitting my mirrors and compromised my vision. so I pulled right and let them pass.

What I find is that most drivers will not pass another cart PROVIDED that cart is going between 17-19 mph.

Frankly I avoid passing at anytime on the cartpaths because they are multi-modal and I often travel before the sun is up. So I find walkers who do not wear reflective clothing or otherwise use a flashing light or something that will make you aware of their presence. Also cart drivers are blinded by headlight both from oncoming carts and cars, especially on Buena Vista
