I think it is a scam to see who is in residence and returns his call quickly, and who is out of town.
I'm not sure if I should be calling Crimes against Seniors or the Sumter Police Department. Any ideas, or telephone numbers of who to call? Or am I just being paranoid?

Call the local police and report the suspicious call. They may have had others and can investigate them as one. They have the means to get subscriber information, for the phone, as well as call records if need be. Good Luck.
