Absolutely but not if there is a conflict with FL regulations. i.e. if a province issues a legal drivers license to a 15 year old (not that any do) and FL minimum age for licensing is 16, that 15 year old does not have reciprocal privileges to drive in FL. That's pretty standard with all states. (this is just an example)

I absolutely guarantee that it was NOT me on that mobility scooter that you saw!

Driving a mobility scooter with a max of 7mph myself, I cannot imagine any mobility scooter holding up traffic for even a minute let alone 10, especially if in a cross walk at an intersection... unless of course they were drunk and on a joy ride. Even then... 10 minutes? I can go a half mile in 10 minutes.
