Pretty typical outcome for these type of cases. The fines do seem a little low but not totally out of line. A trial does not have a guaranteed outcome. A plea bargain does. I'm sure there were definite issues with paperwork -- there usually is when investigations take years, especially in an under-funded government agency like Fish & Game.
However, I still want to know what Rainey paid. To me, his actions were far more heinous than anything Morse was alleged to have done (and I really am not a Morse fan as you all know by now)! And I would still love to know why the focus (both in Montana and here) is on Mark Morse rather than someone who would cut the legs of a carcass to get a better photo op. What a slime that man is to me!!!!!
