Fraud in government programs and in fact involving insurance companies has to do with misplaced popular leanings.

People have a unfavorable opinion of insurance companies and too often their reaction of fraud runs from glad someone "stiffed the insurance company" to an apathetic response because they don't view that insurance companies as victims. What they forget is that all policyholders end up paying the bill and what they also don't recognize is that in one way or another they are condoing criminal behavior.

Much of the same applies to governement programs especially the misplaced popular leanings.

Why can't people take one step back and see fraud as fraud and something that under any circumstances cannot and must not be tolerated???????
