Not only stupid but ineffective as well. The direct approach is far superior to the passive-aggressive approach IMO. I once had a neighbor who called the police because my dog was barking in our fenced yard. The police came by and apologized, but had to make the call. I brought the dog in, but I knew who made the call, so I retaliated by calling the zoning board about a sign he had in his yard advertising some multi-level marketing scheme he was into, and was against local rules, and they made him take down the sign. Had he simply come to my house and explained that our dog's barking was disturbing him and asked if there was anything I could do, I would have been more than willing and happy to solve the problem. By calling the cops, he unduly got them involved, got his own problem brought to the attention of authorities, and lost and chance of gaining my respect or friendship. If you fell you are in the right and don't have the guts and confidence to approach things correctly, you are probably not going to get a satisfactory result.
