I'll take a shot. Why not engage this person in a conversation that goes something like this............. I have seen you walking your dog, and it seems very sweet and well behaved. I also own a couple of dogs, and I noticed something early on. The neighbors didn't like my dogs doing their business in their yards, and as I thought about it, they were right. I have only allowed my dogs to go in my yard since then and it has kept my neighbors happy and with little inconvenience to me or my dogs. Probably no one has confronted you about this, but beleive me, there are likely several neighbors who feel you are persona non grata because of this. I am telling you this because I have found you to be a reasonable and respectful person, and would assume you did not want hard feelings with your neighbors.
