Really?? Your dog's outside barking and you didn't bring him in till the police came. Maybe they shouldn't have called police, but it's a bit much to expect your neighbor to come and complain to you. If you can hear your dog barking assume it's bothersome to your neighbors. This is a more of a pet peeve than a dog pooping in my yard. As a dogowner, it's my responsibility to make sure my dog is not barking and annoying others. I shouldn't wait for my neighbor to get up the nerve to come complain to me before I'm "more than willing & happy to solve the problem."
