respect your opinions on many subjects. but to say as you said "Fact: most dog owners do the right thing." don't have any idea where or how you call that a "FACT" or what you could possibly based your statement on because there are a lot of villages and each one has a lot of neighborhoods... and from where I am sitting... most dog owners do NOT do the right thing.
