Premiums are basically what the developer believes the lots are worth in terms of location and size. Since the number of cul-de-sac golf course lots are limited they are quite expensive.
You will need to make all sorts of judgements based on your desired house plan, neighborhood, access to amenities and whether you would consider a resale. Right now new golf course lots are in short supply
Remember position on the golf course is important. Buying the wrong lot will net you a lot of golfers riding by or into your yard as well as a lot of unwanted golf balls. If you play golf you can judge for yourself or if not talk to some golfers.
Sometimes you need to watch and wait to most (seldom all) of what you want in a house or lot in TV.
