Dunno if they do that here but it's well worth a phone call or two to find out who 'owns' the streetlight and if they will do that.

I worked for a Electric co up north and we put shades on the house side all the time. I think I saw it done in TV somewhere, but don't remember where. Contact the county or district office where you live for help.
You may want to consider Plantation shutters. We back to a Rec ctr and they block the parking lot lights. Plus you can control the amout of light you want. We used 48hr Blinds and are very happy with them. Cost to do every window in a designer ranges from $3200 -$3900. Depends on # of windows and size. You could do just the room in question.
