I volunteered at two public libraries in Palm Harbor, FL for three years back in 2000-2003. They were usually very picky about what books they allowed in their collection. In addition, if a book did not circulate out of the collection within a certain amount of time, often they would move it to the book sales they held twice a year.

I donated hundreds of books at Pinellas County, FL libraries and many others of them were rejected because the librarians felt no one would check them out. It costs quite a bit of money to catalog these books and make them ready for people to take out.
