If it's graphite you can just drill it out,but you want to make sure that you have the exact size drill bit. (Most likely 0.335")

If it's steel, you need to clamp the part of the shaft that is sticking out and heat the hosel with a torch or heat gun and then twist the head as you're pulling it off the shaft. If you don't have enough of the shaft sticking out to grab on to then you need a special e-z out tool that you insert into the shaft and twist it tight. You can also drill out a steel shaft but you need to be very careful that you don't enlarge the hole. It's best to do it on a drill press but I've done them with a specially hardened drill bit and a standard drill.
