The headrest angle is not limited to the Mustang. I have a Ford 2006 F-150 and a 2010 Toyota Camry and have that issue in both. I like the some upper back support when driving and if I adjust the seat to achieve that the headrest is against the back of my head pushing it forward. The only thing I can do is tilt the seat back back and along with no upper back / shoulder support I look like I am trying to drive sitting in the back seat. It also makes viewing the road more difficult in the Camry. I asked the dealer about it and was told it was a federal design spec. Makes me wonder if someone from the hood wrote that spec.
