I received the same email, but I was at the new County Seat Building just yesterday afternoon to renew my Driver's License and the sign in question is just beyond the County Seat Building heading back towards TV, but immediately after it there is a posted 45 MPH sign. I read it to be a warning that when you get to TV the speed limit is going to drop immediately to 20MPH.
Oh, and by the way, I was doing 45 on 466A and people were overtaking me at much more than 45mph
