yes, they certainly are bagworms. although they predominately enjoy needled everbgreens, when they are hungry they will eat most anything. it is nearly impossible to penetrate the sacs to kill the larvae; they are most vulnerable when they have exited and are busily munching on anything they like. Sevin has always been the best spray when they are out and actively eating. physical removal and burning of the sacs is the most effective way to get rid of them. do not delay in dealing with the problem. when they come out and eat it can get out of hand rather quickly.
