There was a picture in today's paper. The SUV driver was taken to Leesburg with minor injuries, thankfully. The incident was as described by Ashby, he rear ended a water tank truck working/cleaning along 466a.
Perhaps what FIgmo saw was the deployed airbag and not a sheet over a person.
Glad the driver will be OK.
